LDWA Rate Schedule

PROPERTY OWNERSHIP – ACCOUNT TRANSFERS
LDWA water rates are based on the full month and cannot be prorated for a portion of the month.  Shareholders buying and selling property are advised to contact their realtor and/or title company to ascertain the amount due at the date of closing a property sale. 

LDWA RATES & FEE SCHEDULE

I. STANDBY TAPS.
$40.00 month parcels with one water share attached, no meter.

II. ACTIVE TAPS.
If expansion, modification, or change in use of a building requires additional water flow, installation of an upsized meter may be required. The Shareholder is required to pay the cost of installation of the upsized meter plus the difference in price between the original meter and the required new meter.

III. METER RENTAL RATES – APPLICATION REQUIRED

     A. Within the Leeds Service Area

  • Security Deposit (refundable if returned in good condition): $1,750.00, and
  • $175.00 for the first day, then $30.00 each additional day, plus $7.00 per 1,000 gallons, and
  • If the rental period exceeds ten (10) days, the meter is subject to periodic inspection by authorized LDWA personnel.

     B. Outlying the Leeds Service Area
     (LDWA Water Meters may not be connected to non LDWA Hydrants)

  • Security Deposit (refundable if returned in good condition): $2,000.00, and
  • $275.00 the first day, then $50.00 each additional day, plus $9.00 per 1,000 gallons, and
  • If the rental period exceeds ten (10) days, the meter is subject to periodic inspection by authorized LDWA personnel.

IV. NEW CONSTRUCTION
Property owners must own one CULINARY water share with LDWA and complete all LDWA building requirements PRIOR to commencing construction including parcel excavation and digging or any other construction. This requirement is in addition to the Town of Leeds requirements.  If this requirement is bypassed, LDWA does not guarantee culinary water service to the parcel.

V. IMPACT FEES 

  • ¾” Meter $6,950.00
  • 1” Meter $19,495.00
  • 1½” Meter $63,170.00
  • 2” Meter $101,695.00

VI. WATER CONNECTION FEES – Effective August 23, 2021

  • Connection Fee for individual parcels $3,030.00.
  • Additional Fees, for parcels requiring installation of new lines, are subject to any or all of the following:
    • Distance from existing water lines to the new connection;
    • Terrain;
    • Replacement of asphalt; and
    • Any other logistics that may affect installation costs.

VII.  PURCHASE OF ONE CULINARY WATER SHARE: $9,417.00    

VIII.  EFFECTIVE JAN 1, 2016
Parcels created or annexed into the LDWA service area may be required to provide LDWA with (1) water source, (2) warranted water rights, (3) water storage, and (4) costs for water distribution.

IX. WATER SHARE REINSTATEMENT FEE:
$9,417.00, plus any existing accrued transfer fees, assessments, etc.

Water Shares may be cancelled if the account balance is not paid in full within 90 days from the date of the last payment credited to the Shareholder account in accordance with LDWA Bylaws. It is the Shareholder’s responsibility to read the Bylaws, Articles of Incorporation, Policies, Procedures, and upon request, LDWA will provide copies of the documents to Shareholders free of charge.

X. ADMINISTRATIVE FEES

  • Account Property Transfer Fee: $150.00
  • Returned Check Fee: $45.00 or the cost to LDWA, whichever is greater
  • Copies of additional documents such as meeting minutes, $.35 page

XI.  RES 2015-06 THEFT OF WATER UTILITIESREF: UTAH CODE TITLE 76-6-409.3
Theft of water, damage, destruction, or vandalism to LDWA public culinary water utility, are criminal violations:  UT State Code & Penalties.

XII.  UNAUTHORIZED USE OF FIRE HYDRANTS IS ILLEGAL
Water theft will result in a permanent record with the Utah Washington County Sheriff’s Department.  Punishable by a $1,500.00 minimum fine and is subject to additional fees.  Payment is the responsibility of the property owner of legal record.
